When another institution/organization
(subrecipient) will be paid by USC to conduct a portion of the proposed
project, a subcontract should be used if the following
criteria apply:
- Funds will be paid to another
university/organization rather than to an individual.
- The subrecipient will contribute
to the scholarly or scientific conduct of the project.
- The subrecipient's effort
requires judgment, unique expertise, and original thought.
- The subrecipient does not
provide identical services to others as its primary business.
Each participating
consortium/subcontractor must submit:
- A separate statement of work
- A detailed budget for both the
initial budget period and the entire proposed project period.
- Written confirmation of the
institution's willingness to participate in the project.
- Required USC documentation:
Agency forms signed by subcontractor signatory (cover page,
budget page including budget justification and project
narrative). Subcontractor budget must include any approved
indirect cost rate.
Refer to sponsor guidelines for specific
subrecipient proposal requirements.
NOTES:
- The total costs of the subcontract (subcontractor's direct costs +
subcontractor's indirect costs) is a direct cost in USC's budget.
